The National Institute of Rural Development & Panchayati Raj (NIRDPR), the apex organization in India for training and research on Panchayati Raj and Rural Development, is implementing a National-level Project for establishing a School of Excellence in Panchayati Raj (SoEPR) under RGSA. NIRDPR invites online applications from eligible candidates for contractual positions to be posted in State Units of the SoEPR, operating from State Institutes of Rural Development (SIRD) or State Panchayat Resource Centres (SPRC), covering a cluster of 4 to 6 districts in the assigned State/Union Territory.

Positions and Vacancies:

1. Senior Capacity Building Consultant – 10 Posts

   • Backlog Vacancies: OBC – 2, ST – 2

   • Current Vacancies: UR – 5, SC – 1

   • Consolidated Remuneration: Rs. 75,000/- per month + travel & subsistence as per NIRDPR norms

2. Capacity Building Consultant – 88 Posts

   • Backlog Vacancies: OBC – 28, SC – 19, ST – 8, PwD – 6

   • Current Vacancies: UR – 26, OBC – 4, EWS – 3

   • Consolidated Remuneration: Rs. 60,000/- per month + travel & subsistence as per NIRDPR norms

Eligibility Criteria:

• Educational Qualification: Master’s degree in any discipline from a recognized university

• Work Experience:

  • Senior Consultant: Minimum 9 years of experience at District/State/National level in Panchayat governance, rural development programs, decentralized planning, and capacity building, including work with women, children, and backward sections.

  • Consultant: Minimum 7 years of similar experience.

• Desirable Skills: Experience in RGSA projects, Localization of SDGs, LSDG-focused GPDP, BPDP, DPDP, development of training materials, and training of trainers.

• Knowledge & Skills: Strong understanding of Panchayati Raj system, capacity building, flagship rural development programs, decentralized planning, leadership, mentoring, monitoring, MS Office, e-GramSwaraj portal, and proficiency in English and Hindi.

Job Responsibilities:

• Liaison with State Panchayati Raj Departments, SIRDs/SPRCs, ETCs, DPRCs, PTCs, District Panchayat Presidents, CEOs, line departments, corporates, and NGOs.

• Support the design and delivery of Capacity Building & Training (CB&T) programs, including needs assessment, action plan implementation, and training material development.

• Visit assigned districts regularly to provide handholding support, act as resource persons, and support Panchayats in planning and execution of GPDP, BPDP, and DPDP.

• Conduct impact assessments of CB&T programs and provide guidance on effective use of Finance Commission grants and OSR.

• Prepare reports, case studies, and documentation of good practices, monitor performance of Capacity Building Consultants, and submit regular reports to SIRDs/SPRCs and SoEPR.

• Undertake frequent field travel within assigned clusters (up to 15 days a month) and work extended hours as required.

Age Limit: Not more than 50 years as of 31.12.2025. Relaxation applicable for OBC, SC, ST & PwD candidates as per Government of India norms.
